Starmer's Supporters Begin 'Stop Andy Burnham' Campaign to Block Manchester Mayor's Commons Return

Loyalists of Prime Minister Keir Starmer have allegedly kicked off a coordinated initiative to prevent Andy Burnham, the Labour Mayor of Greater Manchester, from making a return to parliament. This action follows the stepping down of a Manchester-area MP, which has sparked an impending by-election.

Serious Barriers in the Selection Process

Multiple members on the Labour Party's powerful national executive committee (NEC) have reportedly suggested it would be extremely difficult for Mr. Burnham to navigate the selection process. This is largely due to the significant number of Starmer loyalists on the body who are keen to head off any potential challenge to Starmer's leadership.

The Labour party machine is said to have sprung into action following the announcement of the MP's planned resignation, with officials and MPs raising concerns about the considerable financial cost and electoral danger of a subsequent election for mayor in Greater Manchester.

The Mayor's Aspirations and Party Concerns

Andy Burnham has been open about his national ambitions. Previously, he caused anger in Downing Street and among cabinet ministers when he remarked that numerous MPs had encouraged him to stand for the Labour leadership.

There has long been speculation that he is aiming for a seat in the Commons to possibly contest the Labour leadership if a contest to Sir Keir arise. Nevertheless, supporters of the Mayor have cautioned against overstating the extent of any planning, suggesting he is passionate about his current role and would only return Westminster if he felt he had a meaningful contribution to make.

"People want to paint him as scheming and plotting but that’s absolutely not where he is. He loves being mayor of Manchester. It would only ever be an option if felt he had something to offer," a source close to Burnham remarked.

Current Climate and Public Approval

Amid polls suggesting Sir Keir is struggling in the polls and many MPs despondent about Labour's fate at the next election, Andy Burnham is seen as the only prominent Labour personality with favourable ratings with the public.

Should Mr. Burnham decide to run, several hurdles remain. He would need to be approved by the NEC—where the chances are not in his favour—and then win the byelection against challenges from Reform and independent candidates, all prior to any possible leadership challenge.

The 'Stop Andy' Campaign

High-ranking Labour sources have indicated that a "Block Burnham" operation is already in progress, with the party's organisation being closely managed by senior aides of the Prime Minister.

The Prime Minister himself commented that the byelection process was in its "initial phases" and urged his MPs to stop talking about potential leadership challenges.

Andy Burnham, speaking before the MP's resignation was confirmed, told reporters: "People shouldn’t rush to conclusions. I have been very focused on my role as mayor of Greater Manchester."

Financial and Political Dangers

NEC members have reportedly pointed to not only personal opposition towards Mr. Burnham but also the prohibitive cost of a mayoral byelection in Greater Manchester. This could divert an estimated £500,000 in party funding from other crucial elections across the country.

"It is deeply selfish of Andy to want to run for this – costing us tens of thousands we don’t have and diverting activist resources... It is absurd beyond description and cannot be allowed," an insider claimed.

A number of insiders also expressed fears about Reform UK potentially win the mayoralty left by Mr. Burnham, which would represent a significant symbolic victory for them.

Union Influence and Procedural Fears

As a publicly elected mayor, Mr. Burnham would require the NEC's approval to run. It is also possible the body could enforce an women-only shortlist to block his nomination.

Yet, a supporter counselled against presuming the NEC would automatically reject him, even though Sir Keir's team is widely thought to dominate it.

The unions hold a sizable proportion of seats on the NEC. While the biggest unions are currently remaining quiet, insiders suggested they would be opposed to anything seen as interference from Downing Street.

The leader of the Fire Brigades Union stated: "It would be a democratic outrage if Andy Burnham was blocked... Our union will fiercely resist any attempts to stitch up the selection. It’s vital that there is a full and open democratic procedure."

By-election Battle

The constituency in question has a sizable Labour majority. However, Reform is likely to launch a significant challenge, building on support in one part of the constituency. Labour assesses it is on stronger footing in the larger Greater Manchester section, though it could encounter a challenge from pro-Gaza independents.

Should Mr. Burnham re-enter the Commons, he would need the backing of 80 Labour MPs to mount a leadership challenge, a requirement that is far from certain given he is regarded with caution by some on the parliamentary party.

The departing MP stated he was stepping down due to declining mental health, which had made it untenable for him to carry on in his role. He also remains subject to a standards inquiry related to his membership in an offensive online group.
