Europe experienced widespread relief on Monday, as the diplomatic emergency triggered by the presentation of a new 28-point plan for achieving ceasefire appeared – temporarily – to have been defused. A American diplomat spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its response: another massive barrage of aerial bombardment on Kyiv.
The Pattern of Diplomacy and Destruction
The succession of contrasting events captured the grim essence of the current period. By day, diplomatic battles are fought: positive announcements are delivered from different nations. Significant resources is devoted on restraining certain initiatives. By night, Russian leadership brutally reminds the world that, for them, war remains the primary tool for achieving "peace".
Nighttime Reality
As Russia's attack progressed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was revealed. Ukraine is able to track rocket firings from enemy soil, a capacity afforded by timely intelligence. From observation points, military aircraft that had been dispatched to counter approaching cruise missiles streaked across the sky – advanced fighter aircraft provided to Ukraine by NATO members.
Soon thereafter, Kyiv's anti-aircraft weapons activated: defensive missiles fired to intercept a hostile projectile. This was a sophisticated defense system at work, presumably delivered by Western nations. Every firing jolts you unexpectedly, rattling buildings. The moment of terror quickly transforms into grim resignation: maybe the approaching threat won't strike its target this time, sparing the city from devastation and another blackout.
Continuous Dangers
Soon after, a heavy machine gun fired at a drone close by, part of a rapid response unit – probably allied-provided weaponry. Regrettably, the bullets missed the opposing UAV – it maintained course toward its destination.
Periodically, this carried on until dawn. Kyiv faced the morning news: several casualties, damage and infrastructure problems in multiple buildings as a result of the evening attack. As always, everyone still maintained normal activities – enduring hostilities. But those 24 hours demonstrated Ukraine's critical military reliance on Western support – a need that European nations are clearly incapable to replace in the immediate future.
Ineffective Peace Efforts
The 28-point plan from American leadership generated strong feelings, discussion and deep concern – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after prior negotiation attempts and multilateral gatherings.
Every new initiative from Washington unfolds according to the consistent cycle: a political offensive against Ukraine, which Kyiv, with partner nations, effectively counters. They stabilise the situation but never actually win the battle. This cycle will, certainly, endure.
Tactical Assessments
It is convenient to criticize specific actors of persistently promoting Moscow's conditions. But that does not seem to be the whole story. US administration works based on a premise understood by seasoned negotiators: you cannot win at the negotiating table what you have lost on the battlefield. The American government believes that it is impossible to compel Moscow to relinquish the land that it already controls in Ukraine's southern or eastern regions.
The challenge is that while accepting these circumstances, US leadership does nothing to deter Moscow, through words or deeds, from assuming that the situation will not shift further in its benefit in the months ahead.
Divergent Views
Therefore, the Kremlin is confident that duration works to their advantage – that Ukraine and its allies are coming close to fatigue. Their motivation to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be multiple initiatives to achieve ceasefire, but they will carry on as long as Russia's government remains highly assured in the conclusion.
On the contrary, Kyiv believes that Ukraine can still persist, progressively conceding civilians and areas but avoiding a entire defensive failure until situations evolve in its advantage.
Current Realities
Objectively, there are no actual prerequisites for a armistice. Now, subjective factors are entering the equation: leadership ambitions to negotiate peace and secure international recognition, and Kyiv's double obstacles – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the national cause against any proposal Kyiv finds unacceptable, so that their attention does not shift toward domestic problems. And although their objective will now be considerably more difficult after recent developments, it remains highly unlikely that this will modify their basic position.
These conflicting dynamics are driving the talks.
Summary and Prospects
It took a just a single week to terminate the 28 points of the latest plan. Assertive and inconsistent approach of the matter by American leadership, opposition by Ukraine and the other European countries, along with calming attempts of diplomats, and finally, current information leaks, all achieved their purpose.
While new plans based on old ideas are imminent, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are rooted in Kremlin requirements and reflect specific hesitation to change the course of events, if they stand together and improve their protective measures at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the coming months, largely rely on continued Western support.
