The Former President's Woke Warning Overlooks The Continent's Real Danger: Economic Stagnation.

The recent US security policy document presents a flawed assessment of the European Union. The document asserts that open-border policies and what it terms "progressive" policies represent an existential threat to European civilization. Yet, this perspective rests on a fundamental misreading of the situation. The true challenge facing Europe is not cultural but technological and economic backwardness.

A Glaring Growth Gap Separating Europe and the US

The data reveal a stark contrast. Between 2008 and 2023, American economic output grew by 87%, compared to a paltry thirteen and a half percent increase for the EU. Over this time, EU GDP per capita dropped from 76.5% to just half of the American figure. Strikingly, even the poorest US state now has a higher per capita income than major European economies like France and Italy.

Today, roughly 50% of the world’s 50 largest tech companies are American, while only four are European.

The Technological Shortfall: A Critical Problem

The growing economic gap stems from superior productivity growth in the United States, largely due to breakthroughs and higher total factor productivity. The scene of world technology leadership is decidedly US-centric. In the last five decades, 241 US firms have scaled into enterprises valued at more than ten billion dollars, versus only fourteen in the European continent.

This disparity raises a vital question: As the competition for tomorrow's sectors like semiconductors, AI, and quantum computing, where does Europe stand? Most analysts concede it is essentially a two-horse race involving the United States and China, with Europe entering at a clear disadvantage.

Root Causes of the Continent's Technological Lag

Several major reasons account for this technological divide.

  • Financing Ecosystem: The US boasts a much more robust and agile system for financing new ventures. Europe still lacks a true capital markets union, which limits the scale of emerging companies.
  • Regulatory Fragmentation: Excessive and fragmented regulation hinder Europe. A American entrepreneur can introduce a service under one regulatory framework to access a market of over 330 million. The European Union, despite a larger population size, is split among twenty-seven separate regimes, creating huge market obstacles.
  • Cultural Attitudes: Views on entrepreneurial failure vary greatly. In some EU nations, a startup's collapse was historically viewed with stigma, whereas in the United States, it is often seen as a valuable lesson.
  • Defense Spending: The United States enjoys a deeply integrated innovation pipeline linking defense and academia. Europe's chronic underinvestment in defense has weakened its capacity for breakthrough innovation.

The Road Ahead: Reasons for Cautious Optimism

Despite these challenges, one can find reasons for hope. European leaders are increasingly aware of the severe threat and have started to advance substantial change. Key analyses on European competitiveness and the internal market highlight the necessity of sweeping reforms.

With the right incentives and regulatory reforms, Europe's strengths might enable much higher levels of business-led breakthroughs.

Europe still possesses considerable strengths: high-quality workforce, excellent education systems, and premier labs. Alongside a large internal market and high savings rates, these elements could trigger a surge of investment and entrepreneurship.

Crucially, even if Europe does not take the lead in creating next-generation tech, it can still significantly increase economic output by implementing and tailoring innovations from other regions.

A Critical Juncture

Europe now faces a decisive moment. As the saying goes, decline often happens "slowly, then all at once". So far, the continent's slide in innovation has been steady. However, without decisive action to address its structural weaknesses, today's gradual weakening could give way to a sudden and irreversible decline in global economic relevance.
